Anyone can download an empty ISO 9001 template. The problem was never finding the table; it was knowing what to put in it, and that is exactly what gets a submission returned.
Compare a typical template's acceptance criterion, "works to be completed to a satisfactory standard in accordance with the specification", with the equivalent line here: "torqued to manufacturer value using calibrated tool and torque-marked; no exposed copper outside terminal; BS 7671 Cl. 526." The first is unmeasurable and uncitable. The second can be inspected, verified and audited.

No. These documents support your route to certification. They do not confer it. ISO 9001:2015 certification can only be granted by a UKAS-accredited certification body following audit. What the QMS gives you is the documented information the standard requires, written and structured so the audit is about your business rather than your paperwork. The gap analysis tool tells you what is left to do.
